I suggest there be a background music theme (perhaps also include its volume control or turn on and off control among the external commands on the screen). And yes, definitely not intrusive when it plays. The choice of music must also be relevant (especially in nature) to the game being played. I mean, we can't be having Beyonce crooning "Crazy in love" in this game's background... and I think neither would the user want to hear a fat lady singing opera too!
I think only the things we interact with (or are about to interact with) should make sounds.. and yes, they should descriptive sounds (alarm sounds in danger, gun-shot sounds when shooting, door-opening sound when opening doors or going through obstacles). Also, an end of game win or lose sound, like cheering sounds or a sorry-you-lost sound.
